There're quite a lot of massage parlours scattered about run by "Vietnamese", "Thai", Chinese and other "nationalities" and they're probably more open to non-Japanese popping in for a pop.  I use "" as it's possible they may actually be run by Chinese although gangs from the various nations may well supply/transport ladies for the massage market.  I didn't notice any minders at most of these places so not protected so obviously as the genuine Japanese establishments with all their men in suits.
The signage is slightly more subtle than parlours over here but the images on it are pretty universal indicators.
