Malaga has quite a few things to do apart from punting. There are also numerous brothels, clubs and independents

Barcelona.  Lots to do.  Punting is not expensive if you avoid the rip off clubs and tourist Brothels.  Stick to Haima, indies and un-licensed brothels and your Euro will go far.

I expected Budapest to be good for some reason. Budapest as a city doesn’t interest me too much but flights were reasonably cheap. Same with Bucharest which looks the cheapest option with flights and hotel. It just seems like Seeking might be the best for Bucharest which would be extra expense. Can’t really be doing with disinterested Roms though despite them being hot.

Which is why I am considering Gdańsk or maybe Warsaw. Polish women generally have a very good attitude.

Budapest is worth visiting, and is very much like Prague in many ways, but Prague wins hands down both for punting and touristy stuff. 

Tbh, I wouldn't bother with Bucharest, not much to see other than the parliament building (which was closed on both my trips!), and the place feels totally uncared for.  Worse, it is full of the kind of Romanians who make no secret that all they are interested in is your money.  In Prague and Budapest and Krakow you can just get on a tram at random to see where it takes you, and have a bit of a wander around - no way would I risk doing that in Bucharest.  A very different city.

But avoid central Europe during high summer, as even in normal years it can get VERY hot.  Made the mistake of going to Prague once in late July, stepping out the hotel each day was like walking into an oven, and I was drenched in sweat and exhausted by the time I even got to the tram stop.  Didn't feel like doing much punting that trip, sitting in the shade drinking a cold drink was the preferred option.

OP lots to do in Malaga , outside punting if that's what you mean, there is a good beach, interesting old town centre (fort etc) Great automobile museum and its fairly cheap for euro city, good travel connections along coast.

At this time of year i'd go with Barcelona & Marbs [not Malaga]
Marbs has the benefit of PB & IMO nicer overall

If I'd save money paying in HUF, I'd withdraw the exact amount, don't want to get stuck with toilet paper, TRY is another one to avoid.

It sounds counter-intuitive not to. Almost any rat hole country will try to extort euros or dollars from foreigners in order to make more money. But when they use local currency every day it stands to reason to pay them in that and say you only have that. Or for bars just use Revolut.
